We carry out the launch of a risk management system or, even better, an opportunity/risk management system in a three phase model. In phase 1, the opportunities and risks are identified and quantified. In the second phase, the controls and management measures are evaluated and potential for improvement is defined. These changes are then implemented and monitored in phase 3.
